Crossing the border with a child who has a disability

Under martial law, the requirements for children to go abroad, including those with disabilities, have been simplified.

In addition to this, children with disabilities, together with their accompanying adults , have the right to cross the state border of Ukraine without waiting in line. To take advantage of this opportunity, along with the child’s identity document, you’ll need to present:

  • certificate confirming the need for social aid, which indicates the category of “child with disabilities”
  • or a certificate that you are receiving state social assistance to a child with a disability
  • or an individual rehabilitation program for a child with a disability, issued by the medical advisory commission of a medical institution
  • or a child’s medical report that states that they have a disability

A child with a disability may cross the border accompanied by their mother and / or father, guardian, trustee, one or both adoptive parents, or their foster parents.

If the child is accompanied by a parent, they will need to present documents proving family ties. If the child is with a guardian, trustee, one or both adopted parents or their foster parents, the adults will need to present documents confirming the relevant authority of the person.

Children with disabilities may also be accompanied by grandparents, adult brother, sister, stepmother, stepfather, if they are exempt from military service and mobilization and have appropriate supporting documents and documents proving family ties.
