The best way to talk about a wheelchair is to avoid all possible euphemisms and call this device what it actually is – a wheelchair. Phrases like “handicapped chair” or “disabled chair” are considered offensive because they portray the wheelchair user as someone who’s disability is the only part of their identity worth mentioning.
