Use

Person who is blind, person with vision impairment or low vision

Avoid

Blind person, sightless, visually impared

The word “blind” is often used in the media (and even in Ukrainian legislature, for example), but it can be seen as offensive, because it puts the disability before the person. Besides, it also seems a little metaphorical – after all, we use such terms as “being blind to something” or “blindly in love”. So when speaking about a person with blindness, it’s best to use such terms as “person who is blind” or “person with vision impairment”.
