Use
A person who is non-verbal, a person who uses alternative means of communication (for example, sign language), person with a speech impairment
Avoid
Deaf-mute, deaf and dumb, dummy, mute
It’s best not to refer to a non-verbal person as “a mute” or as “deaf-mute”. After all, such people are able to communicate in their own way – even if some of us might not be used to it. Besides, words such as “dumb” impliy that speech impediment is a sign of mental incapacitation.
